Rules Handbook

The EWFL plays in accordance with the established rules by the National Federation of High Schools (www.nfhs.org) with certain modifications appropriate for youth football play.  The rule modifications are summarized in our League Rules Book.

2025 EWFL Rules  (please note one clarification on the Mercy Rule... fast clock does not begin until the 2nd half).

The League Rules Committee reviews our rules annually to maintain fair play and to incorporate necessary changes.

Each affiliated organization and interested stakeholders may submit requests for rules review each season by using the attached form (rules review request.docx)

Policies

From time to time, the EWFL will implement policies to communicate a deliberate system of principles, guide decisions to achieve rational outcomes. Current policies within the league are as follows:
